Luis Medrano, a 50-year-old construction worker, died on Tuesday morning due to injuries sustained from a trench collapse at a school construction site in Owings Mills. The incident took place while Medrano was working at the new Deer Park Elementary School located in the 9800 block of Lyons Mill Road.

Emergency responders from the Baltimore County fire department were alerted to the situation at around 8:25 a.m. Upon their arrival, they found Medrano in critical condition after a large amount of dirt had fallen on him during the trench collapse. It has been reported that Medrano was digging when water unexpectedly started spraying up and filling his work area, which contributed to the partial collapse of the trench.

The firefighters immediately took action to extricate him from the hole. However, despite their efforts, Medrano was pronounced dead at the scene shortly after being removed at 8:39 a.m.

Details of the Construction Site

The construction site is designated for replacing the existing Deer Park Elementary School, which has been operational since 1970, with an addition added in 2000. The new facility is projected to enhance educational infrastructure by increasing the student capacity from 431 to 710 and is designed with modern and advanced safety features.

As this incident marks the second trench collapse-related death in Maryland this year, the Maryland Occupational Safety and Health Division has launched an investigation to determine the cause of the collapse and the circumstances surrounding it. This follows another tragic incident in February, which resulted in the deaths of two workers from a separate trench collapse in Catonsville.

In response to the incident, Principal Renee Jenkins communicated with the school community to inform them of the occurrence and extend her condolences to Medrano’s family and loved ones. The construction site has been temporarily closed to public access as investigations proceed to ensure safety regulations and procedures are properly upheld.
