The existing infrastructure was installed in the 1980s and consists of metallic pipes that have been identified as susceptible to the area’s aggressive soil conditions.

Frequent breaks and leaks in the current system have necessitated numerous emergency repairs over the past years, indicating urgent action was needed. The comprehensive plan for the project includes the replacement of water service lines, the installation of new meters and valves, as well as the decommissioning of outdated hydrants, aimed at ensuring a more reliable water supply for residents.

Residents in the Nyborg Estates neighborhood should prepare for temporary road work, restricted driveway access, and increased traffic throughout the duration of the project. The city has committed to providing a 48-hour notice before any scheduled water shutoffs; however, emergency outages may still occur. The construction is expected to generate increased noise and result in temporary street closures, particularly on popular cut-throughs.

Tierra Contracting has been selected to carry out the project, with working hours designated as weekdays from 7:00 a.m. to 4:30 p.m. No work will be conducted on weekends or holidays unless in emergency situations. Throughout the project, city inspectors and contractor project managers will be on-site to monitor progress and ensure adherence to construction protocols.

This infrastructure endeavor is being fully funded through the city’s enterprise fund, supported by water and sewer rates paid by Solvang residents. The last water rate study was completed in 2022, and rates have been frozen until the end of 2026. Future adjustments, if necessary, will be based on forthcoming studies.

Some residents have raised concerns regarding communication about the construction project, expressing feelings of being uninformed until recently. Issues regarding rising water bills despite low water usage have also been highlighted by residents, demonstrating a need for clear communication regarding these impacts.

To address the concerns, the city has assured residents that construction will be conducted in segments to minimize disruption, with only one or two planned water shutoffs anticipated per household. The Solvang City Council has unanimously approved the project and supports the ongoing efforts to modernize infrastructure in the area.
