News Summary

The I-35 Capital Express Central Project is advancing with a multi-billion-dollar construction effort that aims to reduce congestion and improve connectivity in downtown Austin. Set for completion in 2033, the project includes expanding the highway, adding non-toll lanes, and enhancing pedestrian and cyclist safety. As construction progresses, access to some recreational areas may be affected, but TxDOT is committed to minimizing disruption. The redesign emphasizes community needs while enhancing infrastructure, with significant changes planned along eight miles of I-35.

Austin, Texas – The I-35 Capital Express Central Project is set to significantly impact popular city spaces as it moves forward with its multi-billion-dollar construction initiative. This project aims to relieve congestion and enhance connectivity through downtown Austin, with an expected completion date in 2033.

Construction will take place along I-35 between 290 East and Highway 71 at Ben White Boulevard. To facilitate this expansion, the parking lot located under the I-35 bridge will be closed for equipment storage. Notably, the project includes plans for lowering the roadway and adding two non-toll lanes in each direction, aiming to improve traffic flow throughout one of the city’s most heavily utilized corridors.

Additions to the existing structure will include the rebuilding of east-west cross-street bridges, as well as the creation of new pedestrian and bicycle paths, allowing for safer access across the highway. As work progresses, the Texas Department of Transportation (TxDOT) will implement closures on short segments of the nearby trail, which is expected to occur for about a week up to three times a year beginning in 2026 as preparations for bridge replacements commence. Exact detour locations for both the north and south shores of the trail are yet to be finalized, but TxDOT has indicated that measures are in place to minimize disruption for trail users.

Local residents have shared mixed reactions regarding the project. Many frequent the area for recreational activities such as kayaking and fishing, expressing concern about how construction will affect their access to these beloved spaces. Others, like Austin residents, recognize the potential long-term benefits of the project despite the temporary inconveniences caused by ongoing construction.

TxDOT has committed to prioritizing minimal disruption for trail and area users during the construction period. To update the local community about trail closures and detours, public notifications are set to be distributed, ensuring that residents remain informed throughout the project’s duration.

The transformation of I-35 is extensive, encompassing roughly eight miles of expansion and an estimated budget of $4.5 billion. Major phases have been carefully organized to reduce traffic disruption, with assurances that three lanes of traffic will remain open at all times during construction activities.

As part of the redesign efforts, the MLK Boulevard exit will be permanently closed. Notably, TxDOT is currently engaged in litigation concerning potential displacements and environmental impacts resulting from the project. Early phases of construction have already begun, focusing on the Martin Luther King Jr. Boulevard bridge segment.

In addition to the transportation improvements, the project places significant emphasis on pedestrian and cyclist safety. Enhancements will be made to crossings, ensuring safer passage across the busy highway. Plans also include the integration of public park spaces over certain sections of I-35, aiming to reconnect neighborhoods that have been divided by the highway.

As construction advances, the I-35 Capital Express Central Project is poised to redefine a critical part of Austin’s infrastructure, balancing the need for enhanced connectivity with the preservation of community access to recreational spaces.
