California Awards $334 Million in Film Incentives

Film set in California with diverse filmmakers

News Summary

California has allocated $334 million in film incentives to boost the movie production industry. This funding will support 52 films, including projects like ‘Heat 2’ and ‘Jumanji’. With a record surge in applications, the funding is expected to generate $1.4 billion in economic activity and create approximately 8,900 jobs. The state’s tax credit program aims to revive local filmmaking and attract more productions back to Los Angeles, countering recent declines in the entertainment sector.

Los Angeles – California has awarded a substantial $334 million in film incentives to stimulate movie production within the state, marking a significant boost for the entertainment industry. This initial allocation will benefit 52 films, including significant projects such as Michael Mann’s much-anticipated Heat 2 and the next installment of Sony Pictures’ Jumanji.

The increase in funding comes amid a notable surge in interest in the state’s tax credit program, which experienced a remarkable 200% spike in applications compared to last year. This revitalization effort is projected to generate approximately $1.4 billion in economic activity and create around 8,900 jobs for cast and crew members.

Los Angeles is set to be the focal point of this renewed production wave, particularly as the city has been experiencing historically low shooting levels. The state’s tax credit program has increased its cap from $330 million to $750 million, providing a substantial financial injection aimed at attracting more film projects back to the area.

The revamped program now offers a 35% base credit and improved accessibility for independent films, allowing a broad range of projects to benefit from the financing. Ten major studio features have qualified for the incentives, including productions from notable companies such as Blumhouse, Netflix, NBCUniversal, Warner Bros., Paramount, and Apple Studios, which are collectively expected to spend about $340 million over 296 shoot days.

Among the individual allocations, Netflix secured funding for two titles that will receive a total of $34 million in credits. Michael Mann’s Heat 2 has been allotted $37.2 million, while Jumanji is set to receive $43.9 million.

The California Film Commission, which oversees the tax credit program, is focused on curtailing the trend of productions relocating to other states or countries for better financial incentives. Shooting levels in Los Angeles reached an all-time low from July to September 2023, highlighting the need for immediate revitalization measures to bolster local filmmaking.

Alongside major film projects, a total of 42 independent titles with budgets below $10 million are also eligible for subsidies. Some of the notable independent films include Epiphany, The Incredible Heist of Hallelujah Jones, Sun Baked, A Tree is Blue, and Nightwatching.

This latest funding announcement surpasses the previous record set in March, during which 51 films were awarded tax credits in a single round of incentives. This program expansion is designed to enhance California’s competitiveness against other regions that offer substantial filming incentives.

Additionally, productions are encouraged to consider shooting outside the Los Angeles area, which may come with additional incentives. This round of funding intends to target a record of 511 shoot days outside the region.

The expansion of the film subsidies follows a period of significant decline in the entertainment sector, which has seen a 29% decrease in production jobs since 2022. To counter these trends, lawmakers are intent on ensuring the growth and sustainability of California’s entertainment industry, which remains a vital component of the state’s economy.

The maximum allocation for individual projects has also increased, allowing for over $25 million in credits per project. With the combination of major productions and independent films tapping into these incentives, California’s film industry is poised for a promising resurgence, enabling it to regain its status as a premiere location for film and television production.
