He graduated from Santa Monica High School and earned a Bachelor’s degree in Sociology from UCLA, as well as a Master’s degree in Public Administration and Emergency Management from California State University, Long Beach.

Moore holds the Executive Fire Officer Certification from the National Fire Academy and has completed certificate programs at Cornell University, which focused on Diversity, Equity, and Inclusion for HR and Conflict Resolution. He is recognized as a “progressive fire service leader” by the LAFD, advocating for education, empathy, and kindness.

Joining the LAFD in 1995, Moore climbed the ranks from Captain (2003), Captain II (2008) to Battalion Chief (2014). He also has experience as a Public Information Officer and has participated in various Incident Management Teams throughout California. Additionally, he was a founding board member of Harbor Connects – Neighbors Helping Neighbors, aimed at combating poverty and homelessness. In 2023, he established the LAFD’s Equity and Human Resources Bureau to enhance Diversity, Equity, and Inclusion within the department.
