Los Angeles – An investigation is currently underway following an incident where federal agents shot a man during an immigration enforcement operation in South Los Angeles. The man, identified as Carlitos Ricardo Parias, aged 44, also known as Richard LA on TikTok, was injured in the elbow as federal agents attempted to apprehend him on East 20th Street near Trinity Street around 8:52 a.m. Additionally, a deputy U.S. marshal sustained an injury to the hand from a ricochet bullet during the confrontation.

The Department of Homeland Security (DHS) labeled the operation as a “targeted traffic stop” aimed at Parias, who had previously evaded capture. Charges against Parias include assault on a federal officer. If convicted, he faces a potential prison sentence of up to eight years. Reports indicate that during the attempted arrest, Parias allegedly used his vehicle to ram into the agents’ vehicles in his effort to escape.

Federal agents stated that they fired “defensive shots” in response to Parias reportedly “weaponizing” his vehicle. A federal agent broke into Parias’s side window during the confrontation but was unable to subdue him before he was shot once in the elbow. The deputy marshal’s injury was caused by a ricochet bullet fired by an agent.

Witness accounts suggested that Parias appeared nervous and afraid while inside his vehicle prior to the shooting incident. It has also been reported that federal agents utilized rubber bullets and tear gas at some point during the operation.

In the aftermath of the shooting, activists convened outside a nearby hospital to protest against Immigration and Customs Enforcement (ICE) and the incident itself. The incident has added to the rising tensions between federal immigration enforcement and local officials in various U.S. cities, including Los Angeles and Chicago.

Tricia McLaughlin, a DHS assistant secretary, commented on the incident by attributing the injuries to the “consequences of conduct and rhetoric by sanctuary politicians.”

The FBI’s Los Angeles field office is leading the investigation into the shooting. Notably, no FBI agents were involved in the incident. Concerns have been raised in the past regarding the violent tactics employed by immigration enforcement agents, and this event has amplified discussions surrounding the methods used by ICE during enforcement operations, particularly in urban environments.

Activists and community leaders have condemned the level of violence exhibited by federal agents during these operations. Parias, who has garnered local support, is recognized as a figure in his community for his engagement through social media and various community activities. His representation within South Los Angeles underscores the ongoing dialogue regarding immigration tactics and community impact.

As the investigation continues, the focus remains on the implications of this incident, the approach to immigration enforcement in urban areas, and the responses from both community activists and federal officials.
