Vestavia Hills City Council Approves Major Infrastructure Projects

Construction projects at Sicard Hollow Athletic Complex in Vestavia Hills

News Summary

The Vestavia Hills City Council has approved Doster Construction as the manager for over $30 million in projects at the Sicard Hollow Athletic Complex. This includes a new satellite library, police operations building, and park maintenance facilities. The projects aim to enhance community infrastructure, accommodate population growth, and improve public services. Additionally, a pedestrian bridge over Highway 31 and road improvements on Massey Road are in progress, reflecting the city’s commitment to advancing infrastructure and community safety.

Vestavia Hills – The Vestavia Hills City Council has officially approved the hiring of Doster Construction as the construction manager for over $30 million worth of projects at the Sicard Hollow Athletic Complex. This significant investment is aimed at enhancing facilities and infrastructure primarily in the Liberty Park area over the next two to three years, as stated by City Manager Jeff Downes.

The planned developments encompass a range of new facilities designed to improve public services and recreational opportunities. Among the highlighted projects are a new satellite library located along Sweeney Hollow Road, a dedicated police operations building, and a public works and park maintenance building. These additions are seen as essential to accommodating a growing population and enhancing community resources.

Additional planned work includes the renovation and expansion of Fire Station No. 4, alongside the demolition of the existing park maintenance building situated at the Liberty Park softball fields. Plans also involve the reconfiguration of the back entrance to the softball park, enhancing access for players and visitors alike. An access road is planned to provide service to the new library, police, and park maintenance buildings, facilitating better traffic flow and safety.

Doster Construction will also oversee the installation of a pool heater at the Vestavia Hills Aquatic Complex located in Wald Park. The construction projects will be staggered over the coming years to effectively manage costs. The fire station expansion, pool heater installation, and access road are anticipated to kick off in fiscal 2026, while the police facility, satellite library, maintenance building, and new softball field entrance are expected to commence in fiscal 2027.

This strategic shift in infrastructure development follows a rigorous selection process, where Doster Construction was chosen from a competitive group of six companies. The firm will receive 1.75% of the total construction cost, estimated at $535,000, along with a minimum of $15,512 each month during the pre-construction phase, plus hourly billing rates for supervisory personnel assigned to the project. The city is optimistic about Doster’s capabilities in delivering quality work at competitive pricing.

In addition to these projects, a pedestrian bridge over Highway 31 is currently under construction. This bridge aims to improve access and safety between Wald Park and the city’s public library. The pedestrian bridge project is estimated to cost around $3.2 million, with the Alabama Department of Transportation covering 80% of the expenses, signifying collaborative efforts in enhancing community infrastructure.

There have also been updates regarding a separate project on Massey Road, which involves adding a 5-foot-wide sidewalk and repaving the road. This project has faced delays due to the unexpected discovery of an unmarked water main. Despite these challenges, city officials expect to complete the Massey Road improvements by summer.

The comprehensive plan and associated projects reflect Vestavia Hills’ commitment to advancing its infrastructure and community services, aiming for a robust framework that will meet the demands of its residents in the years to come. This forward-looking strategy is poised to significantly benefit the local population, inviting community participation and improved public safety through enhanced facilities.
